In engine terms, normally Short Block refers to the block/pistons/crank and a long block is a short block plus the head and valvetrain.
Don't know if that is what Rotax means but I suspect so.

JCM, a short block is an engine without the head. A long block is an engine complete with a head.
If you have an engine running in a ski its considered a complete long block

and if you were wondering... the RXP and GTX SC share the same block/heads with a few internal engine differences.
