Cause with the watercraft upside down, the air trapped in the hull will push out/escape out the duck bills and allow the water to fill in even faster. Don't know if that's the case but the idea would make sense.

how many duck bill drains do you have on the watercraft....if you have two think about it, one would blow out air, while the second one if submurged would suck in the water

If it is up side down you will be getting water from other vents and other openings. Insted of having the hull sealed like turning a cup upside down and traping air to keep out the water. With the duck bills it will let the air out and let the water in. But most pwc's have hoses that go the the bottom of the hull thus they should be above the water line and not let the water in. But there is always other places, like seat seals, hatches, and flow rites. So it could go either way. I would get rid of them.
