I can say that I`ve seen cartage company`s piggy backing and UPS trucks as well here in jersey.
I would have to comment on the front trailer being strong enough, ie: ball coupler, overall frame, axle and suspension will def load when yanking the secondary trailer. Lighting will also be an issue: can the tow vehicle support all the lights? unless you switched to LED`s, less resistance... and the tow vehicle and primary trailer need the capacity to do so... im pretty sure in ny commercial vehicels can only tow tandoms on the interstate. i would think if you could legally tow them in ny with a personal vehicle the law would be the same
