Too far down is less top end and too far up is less bottom end from what I've read in the past. You want the red cap flush with the black top for optimum response and top end as the FSM says.

To make things short, there is no right or wrong way,try them were ever you want & see what runs the best.
I have never been able to tell much difference either way.

raves
Just had some first hand experience with the adjustments of the red caps last weekend..... Bought an SBT motor and tried the caps flush with the top. It ran pretty good... Then i cranked them all the way down and it def. had a better bottom end... All the sudden i noticed a loss of power and the strong bottom end pull.... come to find out the pressure of the spring holding the rave shut was too much for the below to handle and they kept popping off after a hard full throttle run... Spoke to Bill Oneil and he recommended taking the circular springs on the below off and split them at the parting seam... ( they screw together at the parting seam) Cut a .5 - .75" off the square side of the spring not the pointed side... Put it all back together and no more belows popping and plenty of bottom end power... But from what i hear every motor is different just telling you what mine did....

By adjusting these in and out you are only changing what rpm the RAVES actually open. You aren't preventing them from opening at all, by screwing them all the way in. It just takes them longer for the exhaust pressure to overcome the spring pressure.
Every hull is different. GTX's need to be almost bottomed, and if I remember right X-4 hulls are flush.
You want to adjust so that there is a seemless transition around 5-5500 rpm. With a little practice, you will be able to "feel" when they open.
Closed RAVES increase compression for excellent low-end response. This decreases max rpms though, and after the hull has planed you will feel when they need to open to rev on out.
Happy tweaking...

Flush with the top of the semi-circle of the black cap.
