Question Location for hole for rear exhaust

I am about to cut the hole for the exhaust (riva location). I have their templet and I cut out for the tie-down loop but it does not fit up against the hull under the rub rail. With the cut out space around the washers on the tiedown loop the templet is even with the bottom of the rub rail. Is this right? I want to make sure because you only get one shot.
