wait till spring and hire a barge.....Three things suck for that guy......
1st)...his motor and electrical are probably smoked by now
2nd)...Vehicle insurance will not cover you vehicle if it goes through the ice more than 100ft. from the shoreline...(basically if you drive on frozen lakes up here insurance says you are on your own)
And last but not least....If the vehicle is not removed within a reasonable timeframe...You will get a HUGE environmental fine upwards of $10.000 bucks....

My brothers and I just went fishing up in maine last weekend at lake sabadas(<--Spelling?). Some guy on his quad went through. He was stupid though. He went riding over a pressure ridge in front of were a stream enters the lake.Stupid! So we went over threw a tow hook. All four of us pulled his quad out and saved all his equipment too. Its a shame though. It was a brand new artic cat. $9,000 quad. Also, a week later, at the same lake, a guy and his truck went through, and he is dead now. Its really sad thinking about how he must have died. They recovered his truck which was barely floating, but no body...... I feel terrible.
