Cleaned my rave valves, found loose clamp

While trying to figure out how to remove the foward rave valve on my 04 GTI-RFI, I came across a clamp that was completely loose.
It was a hose connection at the bottom of the big cast metal piece that attaches to the intake, and curves down and heads to the back of the hull, it connected to a metal drum, that connection was loose.
Could this have any effect on performance?

    it has a big effect.

h20 from lake will come out from there, eventually fill up you engine compartment. thus fill up your carbs w/ water. and u'll need $$$$ to restore it.
