This may be a dumd question, but how does water get into say a sl 750 engine by turning on the water hose before cranking it, to either run it , or flush it?, thanks

The reason for asking is someone told me water cannot get into combustion chamber by turning the water on first, but everything I read says crank first so engine doesn't fill with water
