Xlt 1200 jet pump rebuild question

I am in process of rebuilding jet pump for my ski. I have been following the pdf in the sticky on the “how to and faq page on this site. Everything has gone pretty smoothly, but I can’t figure out how the oil/dust seals work. These are the ones labeled as part 22 and 23 on the Yamaha parts house diagram.

my problem/question is: these seals do not fit snug against the shaft. I am assuming this is supposed to keep grease in and water out, but I don’t see how it can because they don’t fit snug against the shaft.

what am I doing wrong? Did I receive the wrong part? Or, am I not understanding how they work?

    Thanks!

Show us a pic. The seals normally ride on the shaft, or a collar that slides down onto the shaft.
