Is this a carbon seal failure? Video included.

I just bought a 2010 Seadoo Speedster with the 255 horsepower engine. Upon taking it on its first trip out, I noticed water dripping into the engine bay. Upon further inspection, I determined it was coming out around the drive shaft boot. I did check the clamps and they are tight.
Please view the attached YouTube video.

Is this a carbon seal failure? The engine was replaced in the boat right before I bought it, so I'm assuming they did something incorrectly. Any input is appreciated!

My guess is the previous owner failed to install or replace the 2 O-rings in the hat! That said, the drive line has to be disassembled to fix whatever is causing the problem.
