Welcome Pro.
Your budget is pretty tight. You'll be lucky to find one that floats, and doesn't lock up on you the first time out.
I'd suggest getting a boat trader in your area (not the online one) and start looking at the deals. Come on here with SPECIFIC questions in the correct forums and maybe we can help you out!
Your BEST bet would be to find a broken down heep, new the better, that the owner has decided to drag to the dump. You might spend more in the long run, but for $1000, you've got to be resourceful.
Look for old 2cylinder machines. Avoid any that look to be full of corrosion.
Personally, with that budget, I'd look for an old kawi SX750 runabout from that era. If you can find one unmolested, then you might get one with a trailer for under $1500.

ps-NONE of the following will probably be true. Your budget is just too low.
I might want to pull tubers at some time
I want to be able to carry passengers
I want something fast
I want something RELIABLE

Well you have a good down payment on a new ski.
Sea-Doo has a 59.00 a month for the first year and then it goes to a revolving credit, like a credit card. You can refi it after the year or sooner and there is no pre payment penalty.
Good Luck!
