    The guy who bought this before me said it needed a voltage regulator when he got it. Do those go out a lot?

    I think he replaced it about a year ago do you still thing I should try replacing it again

    Don't guess, that gets expensive. Troubleshoot it. Figure out what is taking the current.

    I explained it above -- monitor battery cable current with a clamp-on DC ammeter while you go around the machine unplugging loads until the current drops. It's not rocket science. If you can't do that, find a friend that can, or take it in for professional service.
