    best guess:

you counter balancer shaft bearings are about to fail

that's the most common reason for pipe mounting bolt breakage. Likely the threads in your manifold are a bit worn out too

I assume all of the mounting bolts are in and the vibration dampers on the stinger are in good shape?

breakage with an hour of two run time after install is a cb shaft issue

engine have close to 200 hours on it?

split the cases and replace the balance shaft then, you're on borrowed time no doubt

given the labor involved go with an OEM part

give you a good chance to fully inspect the crank bearing too. at 400 hours I suspect they might be a little rough

btw, 400 hours on a 951 is exceptional

OEM cranks aren't cheap around $500..I'm sure aftermarkets will run maybe $350 given the labor, go with OEM on the crank, if your core is useable and trhe bearings aren't very rough you can sell it on ebay for a hundred or two as a used crank.

you are going to have to figure out what you'll do with the balance shaft depending on what you find when you bust the cases. They have been discontinued. Bearing should be easy enough to replace, but if the gear is worn ( and I suspect it is) you are going to have to go with a good used on replace the bearings locally. Or aftermarket, which run $100 exchange. A good set of bearings is gonna run you at least $40 and then the labor to replace them would be at least $50, unless you have a good shop at home

I’ve had good luck with SBT cranks and ballancers. They have built enough 951 engines to know how to do it. I’m not a fan of everything they make, but I’ve never had a problem with a 951 crank from them.

looks like a OEM short block on greenhulk is going for $1600 that seem like a great deal for what i am about to do.
