    That's the water injection solenoid. Looks like someone bypassed it, but left it plugged in to keep the EMM happy.

    Injector brackets rubbing on the fuel lines was the subject of a TSB, you should definitely replace any hoses that have been abraded, and cover the lines with wire loom (this was the fix from the factory).

    No, the water injection solenoid injects water into the exhaust to (somehow) help with emissions compliance. It has no effect on function if bypassed.

    If you check K447's info pages, he details how to remove the water injection solenoid (as well as the protective covering to prevent the injector brackets from rubbing through the fuel lines) and replace it with a resistor. The resistor mimics the electrical appearance of the solenoid to the EMM. In this manner, it does not create a fault code.
