'98 GS 717 no power past 1/4 throttle

My buddy just bought an extremely clean '98 GS 717. Previous owner said it ran great then developed an issue after 1/4 throttle where it loses power. He said he replaced the CDI as well as putting on a brand new carb, and neither made an improvement. We put it in the water and it does just as he described, Fires up instantly with a strong idle and will just start to get on plane, then after about 1/4 throttle no more revs. Compression is high 140's on both cyls.

I tried pulling out choke when applying throttle just to see if there was a lean condition, but it kills it almost instantly.

Where should we start? Are there any culprits to consider other than carb? Haven't pulled carb yet too look things over and dont have any experience with whatever carb this machine has. Only experience is with GP1200 carbs. Does the carb on this function in the same manor with a pop off circuit? First instinct feels like pop off pressure is too low and its running rich. What should pop off pressure be?
    Thanks.

Spark plugs, change them and be sure both spark when you rev it up.
When you remove them, i suspect one will be black and thats your cliprit. Sounds like its running on one cylinder

Thanks, will look at that first.

Dumb question, is there a fitting somehwere to hook up a flush hose to run it out of the water?

Ok so everything else checked out. I had read about an issue with the cover on the rotary valve getting scored causing blow by and loss of power, so decided to pull it to inspect. The cover is pretty severely gouged, I can feel a lip around the outside edge like on a worn out brake disc. is it safe to assume that this is the culprit? The crankcase side looks to be fine, and the plate is a little worn itself.

    Any input??

Whether this was the main problem or not, I figured I would fix it regardless, so I remachined the cover and reset to factory clearance per shop manual. Just have a question that I put in this thread:

Still wondering if this will be the fix or when I put it all back together I'm going to have the same issue.

They are on the trailer but haven't been able to try in the water yet.

If they were both firing on the trailer but not under load, what would that mean? Bad stator?

Any number of things. You don't even need to unload. Just back in the water, leave everything strapped down, fire it up and give it just a bit of throttle. After only several seconds feel the sides and head of both cylinders. They should heat up the same. If one stays cold you know there's some sort of issue with that side.
