98 GSX limited won't rev past 4K rpm

I just picked up this ski. Dont know history. It has a primer kit and choke cable is disconnected. Looks like aftermarket air intakes on carbs. Starts and revs fine on trailer. Fuel lines are black automotive line except the last foot on the return to tank is still gray. Starts in water and runs up to just below 4k rpm then will die. If you let off quick it will keep running. If it dies it starts right up but wont rev past 4k. New plugs, no change. Seems to run rough below 4k. Fuel filter under hood is clean. It is also taking on water. It is missing one siphon tube in pump venturi for the auto bailer. Didn't look like shaft seal is leaking while idling at doc. Hull had about 4 in of water after messing around with it for about 15 min. Compression is 135 to 140 each cyl. What to check next? Running on one cylinder? Rave valves? Fuel selector sucking air? Carbs or carb filters? Rectifier?

If the fuel lines are original (grey) you're likely looking at fuel system overhaul.
No ethenal in the industry in the '90's.
Fuel lines were not built to resist it. The insides turn to sludge and clog everything up.
Carb rebuild and fuel line replacement.

(After you do a compression test to make sure the engine is good.)

Edit: I re read that its has black fuel lines, my bad.
Could still be clogged fuel lines.
Or if when replaced, selector valve may not have been cleaned.

I know this has been a while, but I had a similar issue and mine turned out to be fuel flow. There was insufficient fuel making it to the PTO carb. Ski would run on both cylinders and as you increased throttle and the MAG carb used more fuel, the PTO carb would start starving and eventually stop firing completely at about 3700rpms. Pulling the spark plug caps off each while running (on the water) would verify this. I thought it was electrical or some kind of vacuum lock, but was fuel flow.
