GP1300 Stepping motors/speed controls... common denominator in RPMs on water?

I have struggled to get above 4k rpms for several seasons and just had no motivation to figure out why beyond sending injectors out to be cleaned and so on...

On a trailer my jetskis will rev up fully and literally run like they are on alcohol fuel...ready to rip (I am talking about my 2 GP1300's)...

In the water...the same two skis will not get out of their own way. It has blips where it seems to want to rev up (basically hitting a wave and taking the load off the motor)...but will not just let loose.

I'm probably limited to 4kish rpms.

Was told stepping motor...unfortunately it doesnt appear Yamaha sells those individually unless I'm wrong.

    What are your experiences? Suggestions?

My motors are pristine in both cases.
