Well, I had planned to idle the engine on the trailer on the boat ramp to check for cooling water at the flush ports before I actually left the plugs in. I appreciate everyone's input. In fact, I searched the owner's manual and finally found information on this. It may surprise you.

No KAWASAKI 310 comes with caps from the factory...........

if they were capped off then that's the stupid dealer not knowing what they are doing

The owners manual has a lot of copy and paste text from the 250/260x days..... YES those flush point were capped off. 2007-2010

Consider yourself lucky. Of course, mud daubers in flush ports aren't the only problem:

Yeah, but you won't last long when you bend down there to unstrap the 'Ski and put the plugs in!

    Plugs For 310 Flush Ports

That dealer should be shot! He doesnít understand how an open loop cooling system works ,the engine flush works in reverse when ski is being ridden ,Exhaust water does comes out but it mostly out of the tail exhaust BUT the grey Intercooler needs that open as you ride , the water is pressurized in the pump running into the Intercooler it is itís only exit out the flush...
