At your elevation you need to depitch the impeller drastically to get the RPM up. When RPM goes up, boost will go up. I wrote a good thread that you will want to read. See here

I’ve got a 15/18 skat 161 in . Depitched 2.5mm . The pull away is crazy 9200/9400 . Then falls flat . I’ve built a 300 with the same mods as my ski and does 8820 on a 15/19 skat prop with good speeds ...

I did set the slip at 2 lbs over recommended ... so that it can break in and settle . I’m also running the tial dump valve .

if your charger is NEW & u have checked it after running it around a good bit and feel its had enough run time to be broke in & if the slip is still 2 ft lb over that's obviously not the issue...........if u have only set it NEW and haven't pulled & rechecked it I would do at least that just to be sure its where u need it.....BRAND NEW I start 4 lb over to settle/break in @ 2 lb over......Good Luck!!!!!!!!!!!

So on this brand new 142 charger you would set the slip to 27lbs? That seems very high. After break in you run at 25lb?

I started at 25 ft lb with the 70/145 they would settle @ 21/22 ft lb no problems at all......I cant see 4 ft lb changing anything on a better built with heavier duty bearing charger......some will argue with that and that's their opinion............this is mine......
    Good Luck!!!!

p.s. I also use a soft break in when I first go out after reset........so no hole shot/hammering throttle chops until I know its settled to where I want it on the gauge.so its more then one adjustment usually to get it where u want it!!!!!!
