I'm not sure to be honest, but chances are its worn wear ring, or over filled oil.

In "real world" conditions, I would be suprised if low volts would limit performance. About the only thing I can think of is if the volts were sufficiently low to give a weak spark.
How low are your volts?

i think you have some other problem if you're just missing a few RPM's....elec. problems will most normally manifest themselves more severely. probably heat fade, wear ring, etc.
