Arrow Help :( Stiff Steering On 02 FX140 (I have it apart) HELP!!

Hi all! Any suggestions would be appreciated!

I recently picked up a pair of 02 FX140's and one of them has super stiff steering.
Ive narrowed the problem down to being in the master steering column but after taking apart, cleaning and regreasing the issue still exist.

I was unable to remove the whole shaft from the plastic casing so im not sure what else to do next..

How can tell if the bushings are bad?
Is there a way to remove the shaft from the plastic casing?

No shops can take it in till next week and I was really looking forward to some labor day weekend fun.

Sure it isn't just the cable?

I detached the cable completely on both ends to pinpoint where the issue was... unfortunately its not the cable Im able to slide the cable freely by hand. However the when using the handle bars (even without the cable connected) theres a lot of friction.
