Exciter 270 won't shift from reverse to forward with engine running

I'm going to look at a potential purchase of a 1998 Exciter 270, everything seems to be good but the seller says it has an issue with shifting from reverse to forward. Apparently it goes from forward to reverse fine with the engines running but not from reverse to forward. If you shut the engines off it will then shift out of reverse to forward without a problem. Any ideas on what might be causing this?

There is a blocker that prohibits shifting with throttle opened. I'd check that first.

The sheathing on your cable could be worn out and might need a new one. I had something similar happen to my ski. It wouldn't go into reverse with the engine running unless I pulled the reverse nozzle down manually, but it would go back up just fine running or not
