That is a lower unit gear case fill/vent drain plug screw, spare parts from an outboard or outdrive.

No Sir, but that will work just fine on most Johnson/Evinrude outboard and Mercury/Mercruiser gear cases.
I'll just bet your not the first to have one wind up hiding in a ski bilge, those are probably the #1 most often used replacement part in the entire marine service industry
