Shredded Steering cable. WTF!! (freak...what the freak for clarifacation)

Lost my steering @ this morning's ride. The black "insulation" around the steering cable is shredded/broken/rotted. When I turn the handlebars, only the black insulation moves & not the metal cable inside. I imagine the metal cable should be moving INSIDE the sleeve instead.

Is there a quickfix/patch to this since the metal cable's still intact or do I just buy another steering cable altogether?

    Thx n advance
