plug shoe ... then coco tunnel reinforcement?
I'm starting the pump / shoe seal and Ive been reading to complete this before doing the tunnel ?
is it safe to run it for a short time after the pump seal and before doing the tunnel reinforcement?
and would a jetworks pressure release be just as effective and a tunnel reinforcement?

Welcome to the forum. Reinforce the tunnel first if anything. No, a jetworks relief will not prevent a tunnel crack or a shoe pulling out.
