need carbs adjustment HELP!!

I am looking for a good mechanic in the southflorida area. I have a friend with a GTX 1997 that he just finished rebuilding the carbs but don't know how to adjust them please advice is there a mechanic that can adjust them for him or any other suggestions.

This is for a stock air box.

On the 787 I believe the Low Speed screws are on the bottom (they will have "T" handles from the factory) and the High Speed screws are on the top (they should have plastic caps on the screws with no "T" handle) as the carbs are mounted on the engine.

Each swap of the handle on the screw is half a turn.
