    The only way to know for sure if the EMM is faulty is to swap it with a known good one. Otherwise, it is speculation based on observations. Seems that the EMM is a prime suspect in this case.

    Is the pump turning on? Ground the brown wire.

    Often the Schrader valve core sits too low to get pressed down by the fuel gauge. You can remove the core for the test.

    Both are supposed to read about 1000 ohm (1K ohm) at room temperature. (what is the significance of your two readings for each sensor?) Seems both may be faulty.
