Inside the flywheel housing . . . from the flywheel housing there is a spring, then a bushing, then a washer, then the bendix assembly, then a washer on the engine side.

I would suspect that the bendix is not engaging the flywheel as everything else seems to be in line.

That is usually a timing issue . . . check you CPS, TPS, and your EMM. You can ohm out your CPS and TPS to ensure they show the correct values as listed in the service manuals.
