hmmm.... I'm thinking that you will need to go to a dealer and have the ski connected to BUDS to program the keys. check all hose clamps, oil level, check anything you can for correct assembly.

Most likely the head you buy from Riva is the same head that PPG would sell you, Riva is also a Sea Doo dealer. PPG being $60 less for the same part...
