Yep, exactly what Adam said, had this happen on a 09 FZR a few weeks ago. Disconnect the bilge pump and replace fuse and all was fine. Obviously have to replace bilge pump.

I tapered my transom plate using a flapper wheel....
I tapered my transom plate using a flapper wheel. I did notice a improvement.
Seal the transom and the intake grate also.
