That's the crazy part. Riding the ski with the seat off you can clearly see the wheel on the PV shafts reacting when I apply throttle. Definitely not stuck...

Your petcock is probably at the end of its life and needs to be replaced. The O-rings inside of it can dry out making it hard to turn, but even worse, allowing air to enter you fuel system,...
