Try changing thermal sensor on the exhaust pipe

Could be a tight valve?? Just needs to be shimmed maybe?

Check To make sure the manifold drain plug is tight.

My guess would be to find another wiring harness

Check the rotation of the starter on the bench. They may have sold you a two stroke starter. Looks exactly the same but turns backwards from the 15f.

Bad rings or piston

Follow break in procedure. Sometimes that fluctuation goes away after riding it.

Did you reset the timing marks?

Loosen the upper chain guard and use a screw driver to hold the slack until you get the tensioner set. Make sure your count is good.only rotate that motor clockwise. Rotate crankshaft one revolution...

The exhaust cam appears to be right but count the pins on the chain. Should be 31. Your intake cam jumped time. Your tensioner isn’t set right and only rotate the motor clockwise or you will damage...
